Legal Foundation for the OU-NU Merger

The legal foundation for the merger of the Municipal University of Omaha with the University of Nebraska was Legislative Bill 736. LB 736 was sponsored primarily by Nebraska State Representative Terry Carpenter from Scottsbluff and was signed into law by Governor Norbert Tiemann in April of 1967. The bill provided for an election whereby Omaha voters would decide whether they favored the merger and, if the measure passed, defined the procedures for the official creation of the University of Nebraska at Omaha.
